This is my Proposal the Provinces with 100% one dominant Religon in the Campaign to be changed to and also adding Waldensianist Christianity(Waldensianism or Waldensians or Just combining the % of Waldensians with the Chatar % ) as a religion as well helping fix the problem: When you got Buildings chains like Fairgrounds(Tier 2) to Merchants Quarters(Tier 4), where they have from -1 to -3% State religion those buildings looses one of their big negative inpacts to them, and instead of Win - Loose situation ,because there isnt a second religion in the same province, to compete with ,you get only the Win Situation using an expoit (clever use of avoiding game mechanics).
There shouldnt be Regions who got 100% one dominant Religion like Catholic Christianity in the British Isles, France or HRE.

My main question is what is the starting position with the Church and how does the mod deal with all this very sudden change very quickly? And the Barons War only ends and Magna Carta (and restricted power of the king) under the child Henry III only happens because John dies at a very specific time. Ultimately the Pope annuls magna carta -that's not happening. John offers arbitration with 3 of his supporters and 3 of their supporters and the 7th is the Pope - an empty offer because Pope would rule in Johns favour - very different if the Pope is still mad with John. Innocent excommunicates France (Louis) and the Barons (Army of God and Holy Church). Why does this matter? Because the Pope supports John in everything after this.
